Role and duties
The Clerk of the Parish Council (Proper Officer and Responsible Financial Officer) will be responsible for the administration of the Parish Council’s Day to day business: –
- Email inbox and general administration
- Basic accounts: recover VAT paid, manage allotments rents, prepare basic financial statements and budget for Parish Council to review.
- Submit approved hours to external payroll company.
- Co-ordinate the annual audit every year.
- Liaise with other authorities and bodies, such as Wiltshire Council.
- Manage the Council’s website (basic uploading of documents).
- Post important local information to the Council’s Facebook page.
- Distribute information updates via the Council’s Mailchimp portal (training will be provided).
- Ensure compliance with legal duties by managing documents to be reviewed and accepted by the Parish Council.
- Arrange/prepare, attend and administrate (through agendas, minutes and follow-up actions) monthly meetings of the Parish Council, and the Annual Parish meeting.
- Annual insurance of Parish assets.
- Prepare monthly submission for Parish Newsletter on behalf of Parish Council.
- Work co-operatively with Councillors and residents.
- Maintain a diary of Annual Events, Insurances, Subscriptions/Fees, etc
- Maintain a Useful Contact List of Personnel, Organisations that the PC has business with.
Working hours / arrangements
- Attend monthly Parish Council meetings, held on the second Tuesday of each month at Crudwell Village Hall, 7 pm until 9 pm.
- Apart from meetings, the role is home-working position, you will be supplied with a laptop and printer/scanner and expenses for stationery and consumables can be claimed.
- Hours are approximately 7 hours per week
- The Council is flexible in agreeing how these hours are to be achieved.
The Council has its own information technology equipment to support the Council’s work. Office and protection software should be kept up to date
This equipment must be made available if required during normal working hours for inspection by a duly authorised person acting on the Council’s behalf
Any other computer, tablet, mobile phone or other electronic device which is used to process Council information must have appropriate anti-virus, anti malware and firewall software installed. Such software must be kept up to date in accordance with the software vendor’s recommendations.
